The Ballarat City Window 
One of 16 stained-glass windows donated by community groups between 1914 and 1929.
 
 
The Lucas Window
 This  Window was presented by the
Ballarat City Council in 1916
although the Observatory was then under the control of of the Town of Ballarat East. 

The Ballarat City Council first became directly involved when the Town of Ballarat East and the City of Ballarat amalgamated in 1921. The base panel contains the City Arms, with the motto "Honi soit qui mal y pense", often translated as "Evil to him who evil thinks" but perhaps more accurately transcribed as "Shame to him...."

The Observatory is located on the corner of Magpie and Cobden Street, Mount Pleasant, Ballarat East and is open every Friday evening.
